The security problems and chaotic situation raging in the world are considered the main driving force behind the gradual closure of political systems and the strengthening of one-man regimes. In ancient Rome, when a country faced a special security problem or emergency, an elected person (magistratus) was given exceptional powers under the status of "Roman dictator" in order to restore stability. That is, the "legal dictator" was part of the political life of ancient Rome. Of course, in modern political regimes, "dictatorship" has an unambiguously negative reputation, since it is established by tyranny and illegitimate means. Although the methods are different, the fact that security problems create the need for a "strong leader" is a formula that has remained relevant since ancient Rome to the present day. On the other hand, the change in the 80-year policy of the United States regarding the "export of democracy" also makes it inevitable that democracy will fall off the agenda on a global scale. If democracies were previously attractive for becoming allies of the United States and achieving economic development, this reality has now changed.
