The difference between PRP [Progressive Republican Party] populism and the Kemalist variety was that the former was to be used as an instrument of conservatism, while the latter became the vehicle for radical transformation, in spite of the wishes of the people. Judging by the composition of the top leadership of PRP, the military element was far stronger than in the RPP [Republican People's Party]. The Kemalists saw this as a threat and were quick to eliminate it; this was the reason for Kemal Pasha's decision to remove the army from politics to the extent that soldiers were not even permitted to vote in elections.
