Even if progressive social movements, including workers' movements, can come together on days when the accumulated reactions reach a point of explosion, when the masses occupy the streets and squares, they cannot form lasting unions in the absence of an organized struggle for common goals. Additionally, social movements themselves fluctuate. When the struggle of the workers in a particular sector for wage increases ends in one way or another, the movement of these workers weakens considerably. A women's movement that rises through actions to prevent the passage of a particular bill loses much of its mass when these actions end. A movement of those who oppose a particular urban transformation project loses its raison d'être after that project is definitively blocked or implemented.
