Human sacrifice was thought characteristic of magic. In the imperial period such a ritual was regarded as a monstrous perversion of legitimate animal sacrifice, and so utterly ‘foreign’; the Roman authorities sought to eradicate it, whether performed by Roman citizens or by others.
