1966’da Wales’te doğdu. İngiliz Edebiyatı eğitimi aldı. Üniversite eğitimi sırasındaki araştırmaları dolayısıyla, 19. yüzyıl pornografisini inceledi ve bu çalışmalarında edindiği bilgileri ilk romanı Tipping the Velvet’te (1998) kullandı. Open University’de öğretim görevliliği yaptı. 2000 yılında Sunday Times tarafından “Yılın Genç Yazarı” seçildi. Yazarın ikinci romanı Affinity 1999’da yayımlandı. 2002 yılında yayımladığı Ustaparmak, BBC tarafından üç bölümlük bir dizi halinde filme çekildi. Sarah Waters, 2006’da yayımladığı son romanı The Night Watch’la Booker Ödülü’ne aday gösterildi. Halen Londra’da yaşamaktadır
