Shannon Kasım 1991'de Londra'da Hammersmith'de doğdu ve Ruislip'de büyüdü. İlk on beş yaşındayken, ilk romanı Aurora olan ve yayınlanmamış haliyle yazmaya başladı. Shannon, Oxford Üniversitesi'nden mezun olan Oxford'daki St Anne's College'da İngilizce Dili ve Edebiyatı okudu ve okudu.
2012'de Londra Kitap Fuarı'nı izleyerek, ilk üç kitabı The Bone Season'dan başlayarak yedi kitap dizisinde yayınlamayı teklif eden Bloomsbury Publishing ile altılı bir kitap anlaşması imzaladı. 2059'da romanın olayları, Scion adı verilen bir "güvenlik gücü" ve büyük bir hapishane haline gelen bir Oxford tarafından yönetilen bir Londra'da gerçekleşir.
