By Greek standards (and by most standards in history) this was extreme democracy, even though cizitenship was limited to adult males who parents were citizens. Women, slaves, and a large population of resident aliens were excluded. Readers who are inclined to scoff at this should consider that democracy in the United States was not more inclusive than this until well into the nineteenth century.
