Ankara Yıldırım Beyazıt University is continuing to offer education 100% in English at the Faculties of Political Sciences with the developed curriculum. The University is also providing to answer to the needs for the training of qualified human resources by offering education 30% in English in the Faculty of Law. As a law lecturer who has been teaching the course of Constitutional Law at the Faculty of Political Science since 2014, I have attempted to prepare a text, may be a book, for the course of Constitutional Law for the Faculties of Political Sciences and the Faculties of Law in accordance with their syllabus for two main reasons. The first and foremost objective is that the textbook produced shall provide information and knowledge commensurate to the course of Constitutional Law not only at the Faculty of Political Sciences at Ankara Yıldırım Beyazıt University, which is a compulsory course (Course Code: PSPA 106) for all departments (Political Science and Public Administration, International Relations, Economics and Finance) in Year 1, but also in other universities teaching the same or similar subjects in English at the Faculties of Political Sciences and the Faculties of Law. As far as we know, the law subjects including Introduction to Law and Constitutional Law are being taught in English in the following universities: The academic copy of the textbooks of Introduction to Law in a nutshell and Constitutional Law in a nutshell have been sent to the academics who teach these topics in the above-mentioned universities. If you teach these subjects and have not recieved academic copies, please contact with the Adalaet Yayınevi textbook promotion department on adalety@adaletyayinevi.com. Evidently, the number of non-Turkish students at the universities of Turkey has been dramatically increasing for recent years. For instance, there are 1509 foreign students from 86 different countries making 10.5% of the total undergraduate student number at Ankara Yıldırım Beyazıt University. Therefore, the textbook would be used to introduce the subject both to Turkish and nonTurkish students. Bearing in mind this fact, the textbook attempts to strike a balance between two objectives. On the one hand, it should deal with the basic concepts, doctrines and theories concerning the institutions and organizations, which form the subject matter of Constitutional Law not only in Turkey, but also around the world. On the other hand, the standard of the book should be such as to cater to the needs of those who would like to prepare for competitive examinations and desire to pursue higher studies in this subject in Turkey. Therefore, the textbook deals with the basic doctrines and principles with a special emphasis on Turkish, Russian and American Constitutions. For this reason, self-test questions have been inserted for each chapter. Self-test and in-text questions have been prepared to examine the subjects chosen in the central entrance exams of Turkey. I would like also thank to Research Assistant Gencer K. KARAGENÇ who not only has been helping me to deliver lecturers at the Faculty of Political Sciences but also has been reading and making comments on the drafts of my textbooks when it is needed. I express my thanks to the team at Adalet Yayınevi in particular to Hakan Karaaslan for their support in bringing this book to publication. Finally, to my knowledge, this is the first attempt to write an English textbook of Constitutional Law (General Principles) by a Turkish academic. Therefore, I strongly believe that the first edition of this book should be dedicated to Professor Erdal Onar who has not only been one of the greatest constitutional law scholars in Turkey but also has provided much support and has been a real guidance throughout my academic career. It is my honour to dedicate this edition to Professor Onar and I would like to take this opportunity to express my gratitude and thank to him for being a role model for many people in Turkish academia. Finally, utmost care has been taken to avoid factual mistakes and print errors. In spite of it, if there are a few of them, they may be condoned.
