In Germany, a whole number of “national committees," that had arisen at the start of the war, but had played no role, were rejuvenated and reorganized by the Nazis. The formation of all nationalist organizations in Germany was done with the approval and cooperation of Alfred Rosenberg, the Minister of the Occupied Eastern Territories. A bureau was created for communications with the Ministry and guidance of the committees. The tasks of the bureau and the committees included conduct of the propaganda work in volunteer formations; and guidance of subversive activities of émigrés and POWs from the nationalist ranks located in Germany, against the USSR. Thus was created the "Turkestan Committee." It was led by émigré Veli Kayum-Khan. The "Azerbaijani Staff" was led by A.A. Dudanginskiy a former Soviet officer who was now a Wehrmacht Major and SSStandartenführer M.N. Israfilov, another émigré. There was also a "Northern Caucasus Staff," led by A.I. Magomaev, an émigré, and "Idel-Ural" under "The War Union of Volga Tartars”, led by A.G. Shafaev and S.A. Alkaev, both former Soviet Citizens.
