Ian Rankin (d. 28 Nisan 1960; Cardenden, Fife), İskoç polisiye roman yazarıdır. En iyi bilinen kitapları Müfettiş Rebus roman serisidir. Ayrıca birkaç edebi eleştirisi de bulunmaktadır. Cowdenbeath'de Beath Lisesi'nde okuyup, Edinburgh Üniversitesi'nden mezun olduktan sonra Tottenham, Londra'ya taşındı. Tam zamanlı bir romancı olmadan önce üzüm toplayıcı, domuz çobanı, vergi memuru, alkol araştırmacısı, müzik gazeteciliği, üniversite sekreteri ve punk müzisyeni olarak çalıştı. Şu anda ise yaşamını karısı Miranda,iki oğlu Jack ve Kid ile Edinburgh'da sürdürmektedir. Edinburgh Üniversitesi'nde öğretim görevliliği yapmış ve halen Alexander McCall Smith ve James Naughtie gibi isimlerle beraber Edinburgh Üniversitesi'nin ünlü James Tait Black Memorial Prize ödülünün komitesinde yer almaktadır.
