Öğütçü, 1962’de Ankara'da doğdu. Siyasal Bilgiler Fakültesi'nin Uluslararası Ilişkiler Bölümü'nden 1983'te mezun oldu. Aynı yıl London School of Economics'de uluslararası ekonomi alanında master çalısması yaptı. Avrupa Birliği Komisyonu bursuyla Brugges'deki College d'Europe'da 1992 yılında "Türkiye'nin Yeni Avrupa Mimarisindeki Yeri" baslikli incelemesiyle ikinci master derecesini aldı. Ingiliz Merkezi Enformasyon Teşkilatı'nda "Halkla Ilişkiler Teknikleri ve Medya" konusunda eğitim programından geçti.
Halen OECD'deki görevi yanında University of Dundee ve London School of Oriental and African Studies’de enerji jeopolitiği ve uluslararası yatırım stratejileri konularında ders vermektedir. Mehmet Öğütçü, 21st Century Trust, World Future Society, EU-China Network ve International Association of Energy Economics’in faal üyesidir.
