The goal of defeating terrorism – repeated endlessly by political leaders after each subsequent terrorist atrocity – is however simply not possible. The risk of another spectacular attack cannot be reduced to zero. But the overall level of deaths from terrorism in Western Europe is now far lower than the 400 a year at the height of the IRA and ETA campaigns in the 1970s and 1980s. Even in years of multiple Islamist attacks, such as 2015, there were 150 deaths from terrorism in EU countries. By 2019, this had fallen to ten.5 In the same year, 132 people were killed in knife-crime attacks in London, with a similar total in 2019. The death rate from terrorism has fallen even more dramatically in the US since 9/11. On average, two people per year have been killed by terrorists in the US since 2001, as against sixty-nine by lawnmowers and almost 11,500 by gun-wielding Americans.

The severe economic crisis of 2001 lingered long enough to be compared to the Great Depression of 1930. However, the comparison to the 1930s differed in one important detail. The military, now much reduced in stature, remained in the barracks. The memory of misrule and wanton violence of the generals had sobered the middle class considerably since the 1970s, and no one dared knock on the barracks door. It remained for the civilian politicians to reestablish public confidence without resorting to bloodshed. The Peronists who dominated the Congress and the provincial governorships took it upon themselves to reconstitute the power of the executive branch.

Since 11 September 2001, every year terrorists have killed about fifty people in the European Union, about ten people in the USA, about seven people in China, and up to 25,000 people globally (mostly in Iraq, Afghanistan, Pakistan, Nigeria and Syria).1 In contrast, each year traffic accidents kill about 80,000 Europeans, 40,000 Americans, 270,000 Chinese, and 1.25 million people altogether.2 Diabetes and high sugar levels kill up to 3.5 million people annually, while air pollution kills about 7 million people.3 So why do we fear terrorism more than sugar, and why do governments lose elections because of sporadic terror attacks but not because of chronic air pollution?
