Phillipa Gregory Kenya'da doğdu. İki yaşındayken ailesi İngiltere'ye göç etti. Okulda bir "isyancı"ydı, fakat sonunda üniversiteye gitmeye karar verdi ve Sussex Üniversitesi'nde eğitim gördü. Edinburgh Üniversitesi'nde 18. yüzyıl edebiyatı doktorasını tamamlamadan önce BBC radyosunda iki yıl çalıştı. Durham, Teesside, Open üniversitelerinde ders verdi ve 1994 te Kingston Üniversitesi'nde akademisyen olarak görev yaptı. Gregory ayrıca bir çocuk romanı olan ve çok beğenilen Minik Ejderha adlı kitabıyla dünyaca tanınmıştır.
